Trial operation of the new Tan Dong Hiep ward shows off positive outcomes, satisfying residents

Following a week of implementing the new organizational model for Tan Dong Hiep ward, numerous positive outcomes have been observed, reflecting meticulous and systematic preparation that aligns with practical realities. Notably, the functioning of the Public Administration Service Center has begun to facilitate convenience for residents, aiding in the swift, precise, and timely resolution of administrative procedures. 

Distinct impact 

According to the report from the People's Committee of Di An City, during the initial week of trial operation, from June 9 to 13, 2025, the Public Administration Service Center of the new Tan Dong Hiep Ward processed a total of 872 administrative procedure files. Of these, 86 files fell under the jurisdiction of the City People's Committee, 755 files were managed by the Ward People's Committee, and 31 files were overseen by the Branch of the Land Registration Office.

Notably, residents from not only Tan Dong Hiep ward but also neighboring wards such as Di An, Dong Hoa, and Binh An proactively submitted their applications. Specifically, among the applications received, there were eight land applications from residents of Di An ward, fifteen from Dong Hoa ward, and several from Binh An ward. In addition to these encouraging figures, one of the most significant indicators during the trial operation phase was the satisfaction expressed by the residents.

Mr. Nguyen Van Tuan, a resident of Tan Dong Hiep Ward, remarked, “I was quite surprised by the expedited land application process this time. I received enthusiastic guidance and did not experience the lengthy wait times of the past; it took less than 20 minutes to complete. The staff were both professional and friendly. I commend the government's new approach.” Ms. Le Thi Ngoc Mai, a resident of Tan Binh Ward, stated, “I visited to complete the notarization process for several documents for my child's school enrollment. The staff handled my application with care, efficiency, and great convenience.”

These positive evaluations serve as clear evidence of the initial effectiveness of the new public administration model. Notably, the commendable service provided to individuals from other wards during the transition period reflects the flexibility and commitment to serving the community by the local government. The preference of residents from neighboring areas for the Public Administration Service Center of Tan Dong Hiep Ward to conduct their procedures underscores their confidence in the new model. Concurrently, this illustrates the adaptability and efficiency of the mechanism for receiving and processing administrative procedures without bureaucratic boundaries that is currently under evaluation. Of the total number of submissions received, 670 have been resolved to date, achieving a 100% on-time completion rate. The remaining 202 submissions are in progress, all within the designated processing timeframe. This outcome reaffirms the determination, service-oriented spirit, and effective operation of the administrative apparatus during the initial phase of implementing the new model.

Proceed to execute operations in the remaining two wards

Tan Dong Hiep Ward is the first of the three newly established wards in Di An City to initiate a trial operation of the entire political system following the reorganization and merger. As of June 9, 2025, all activities of the Party Committee, government, Fatherland Front, and socio-political organizations have been systematically conducted at the current headquarters of the Tan Binh Ward People's Committee, located at 880 Nguyen Thi Minh Khai Street, Tan Thang Quarter, which now serves as the headquarters for the new Tan Dong Hiep Ward.

Organizing a synchronous trial operation not only facilitates the evaluation of the new organizational model's effectiveness but also serves as a crucial foundation for the timely identification and resolution of challenges and obstacles during the transition process. Based on the trial outcomes, Di An City will conduct an assessment and derive lessons to ensure that, starting July 1, 2025, the new wards will operate smoothly and stably, without disrupting services for residents and businesses. Currently, specialized agencies are continuing to enhance facilities and equipment, including tables, chairs, computers, network systems, and search equipment, to optimally meet the needs of individuals utilizing online public services. Additionally, efforts in public outreach through mass media have been intensified to ensure that the community comprehends, supports, and collaborates during the transition period.

Following the completion of the trial phase in Tan Dong Hiep Ward, the remaining two new wards, Di An Ward and Dong Hoa Ward, will commence a similar trial operation phase on June 16, 2025. During this period, designated points for the submission and retrieval of administrative records have been established. Specifically, in the new Di An Ward, the reception point is the Binh Duong Provincial Public Administration Service Center - Di An Branch, situated on Road No. 10 within the Di An Administrative Center area, Nhi Dong 2 Quarter. In contrast, the reception point for the new Dong Hoa Ward is located at the current headquarters of the Party Committee, People's Council, and People's Committee of Dong Hoa Ward, at No. 153 National Highway 1K, Dong A Quarter.
