To facilitate the testing, issuance, and exchange of driving licenses, Binh Duong provincial Police Department has directed the Traffic Police Department and relevant departments to promptly initiate training and begin accepting applications effective today, March 1.

Obtain documents from the municipal level
Lieutenant Colonel Ngo Trong Sang, Head of the provincial Police Traffic Police Department, stated that with a commitment to prioritizing public service, the department aims to reduce the time required to process documents and procedures related to the issuance and exchange of driving licenses. Citizens may submit requests in two formats: in person or online. For in-person submissions, the Traffic Police Department will designate officers to receive documents and facilitate procedures at counters 13 and 14 of the One-Stop Public Administration Service Center, located on the first floor of Tower B at the provincial Administrative Center in Hoa Phu Ward, Thu Dau Mot City. Additionally, effective March 1, the Traffic Police Department will resume accepting vehicle registration documents and will undertake the registration of motorbikes with auctioned license plates within the province.
Furthermore, at the police headquarters of 65 communes, wards, and towns within the province, the responsibility for motorbike registration has been decentralized. The registration of automobiles and specialized motorbikes belonging to domestic organizations and individuals with headquarters and residences in the locality has now been included. For the police in communes, wards, and towns where district and city police are based, the vehicle registration responsibilities are decentralized as follows: In Thu Dau Mot City, the designated unit is the Dinh Hoa Ward Police, which oversees vehicle registration across 14 wards according to the administrative boundaries of Thu Dau Mot City. The location for receiving and processing documents is at the headquarters of the Traffic Police - Order Team of the City Police. In Thuan An City, the designated unit is the Lai Thieu Ward Police; in Di An City, it is the Di An Ward Police; in Tan Uyen City, the Uyen Hung Ward Police; in Ben Cat City, the My Phuoc Ward Police; in Bac Tan Uyen District, the Dat Cuoc Commune Police; in Phu Giao District, the Phuoc Vinh Town Police; in Bau Bang District, the Lai Uyen Town Police; and in Dau Tieng District, the Dau Tieng Town Police. With this new arrangement, residents can visit the police headquarters of the respective commune, ward, or town where the document reception point is established, eliminating the need to go to the Traffic Police Department of the provincial Police to submit documents as was previously required.
Through the online form, individuals can access the National Public Service Portal and select the service "Change Driving License." The timeframe for receiving results and displaying information on VNeID will be comparable to that of an in-person transaction.

To facilitate this, the provincial Police and the Department of Transport convened a meeting to delegate responsibilities and organize training for the command personnel, officers, and soldiers of the traffic police on duty. The Traffic Police Department has established three working groups: a permanent group responsible for directly receiving documents, conducting tests, and issuing driving licenses; a group tasked with surveying the technical infrastructure; and a group focused on assessing physical facilities. Furthermore, the department has initiated a comprehensive review of documents, equipment, machinery, headquarters, and personnel to ensure readiness and professionalism for the new responsibilities. “The traffic police, as well as the police in communes, wards, and towns, do not issue or renew driver's licenses via phone and do not send links for individuals to do so. Therefore, it is crucial for the public to remain vigilant against unfamiliar links, messages, and calls to mitigate potential risks,” Lieutenant Colonel Nguyen Thi Thanh Nga cautioned.
Colonel Ngo Xuan Phu, Deputy Director of the provincial Police, stated that the reception and processing of procedures for granting and exchanging driving licenses, as well as the decentralization of vehicle registration within the province, represent a significant shift aimed at benefiting the public. Currently, the Traffic Police Department of the Ministry of Public Security has issued a directive outlining specific responsibilities for the Traffic Police Departments across provinces and cities concerning document reception. Additionally, the commune-level police have received guidance on organizing the reception of documents for granting and exchanging driving licenses, enabling residents to complete these processes locally without the need to visit provincial agencies or submit documents through online public services. Previously, the police at the commune, ward, and town levels managed vehicle registration reception; now, based on existing resources and equipment, software will be installed and upgraded to facilitate the reception and transfer of documents to the appropriate authorities. The personnel responsible for receiving, issuing, and exchanging driving licenses are trained officers and soldiers with extensive experience, making them well-equipped to undertake these new responsibilities.
Colonel Ngo Xuan Phu, Deputy Director of the provincial Police Department, stated, “The Ministry of Public Security will persist in advancing digital transformation in the management and organization of testing, issuance, and exchange of driving licenses. We will enhance and refine the software system and modern equipment to ensure uniform application across the nation. Concurrently, the entire sector will actively pursue administrative reform, facilitating processes through the online public service system and establishing data connectivity among state management agencies.
