Binh Duong ranks first in the rate of online public services

As of April 1, Binh Duong is at the forefront of the nation in the utilization of online public services. This achievement brings joy and enthusiasm to the entire political system, as well as to all officials, civil servants, and public employees engaged in the “one-stop” departments across all levels. 

The highlighted areas 

To date, the entire province has made significant strides in digitalization and the management of digital data, establishing and implementing several local databases pertaining to education, land, enterprises, and industry and trade. The construction and environment sector is currently piloting data sharing among the natural resources, environment, construction, and industry and trade sectors via the GIS platform. The provincial IOC system has integrated the databases of all departments and branches into a centralized data repository at the IOC Center; concurrently, it has established connections with four out of six vertical agencies and two APIs linked to the Information Center for Command and Administration of the Government and the Prime Minister.

The provincial administrative procedure settlement information system has integrated the business registration database, the national population database, the land database, and the database of cadres, civil servants, and public employees. The Binh Duong Digital application has achieved over 102,000 installations to date, with a cumulative total of more than 2 million visits and uses. This reflects a significant level of public interest and engagement in accessing online public services and digital utilities offered by the province. Furthermore, it serves as an interactive channel between the government, citizens, and businesses. Additionally, the Digital Government application has recorded 3,808 installations.

Mr. Truong Cong Huy, Deputy Chief of the Provincial People's Committee Office and Deputy Director of the Provincial Public Administration Service Center, stated that in terms of online administrative procedure implementation, the Binh Duong Provincial Public Administration Service Center model currently leads the nation with an online public service rate of 80.29%. Of the total, 826 administrative procedures are fully implemented, accounting for 44%, while 681 procedures are partially implemented, representing 36.29%. Nevertheless, the proportion of fully online public services remains low in comparison to the established target. To address this issue, the Provincial People's Committee has issued numerous documents to adjust and integrate procedures into the National database, with completion anticipated by April 6, 2025.

From December 1, 2024, to March 31, 2025, the Binh Duong Provincial Administrative Procedure Information System documented 299,637 records received, with 98.53% submitted online. Specifically, the provincial level achieved 97.47%, the district level 97.89%, and the commune level reached 99.07%. To elevate the rate of online public services throughout the process to 70% by 2025, with an annual increase of at least 10%, the province proposed a review and the elimination of specialized regulations mandating the retention of paper records; it also aims to establish a digital database that connects various sectors, ensuring legal compliance for the implementation of online public services throughout the process.

Synchronize resolutions 

From December 1, 2024, to March 31, 2025, the Administrative Procedure Information System of Binh Duong Province recorded a total of 299,637 applications, with 98.53% submitted online. Specifically, the provincial level achieved 97.47%, the district level reached 97.89%, and the commune level attained 99.07%. 

In 2025, the province intends to digitize 100% of input records and output results while simultaneously executing backward digitization of all data from 2020-2021. To effectively achieve this objective, on February 28, 2025, the Provincial People's Committee issued Plan 1109/KH-UBND, which aims to reduce administrative procedures by at least 20% in key sectors such as business, land, environment, labor, and health. Concurrently, there is a plan to continue reviewing and announcing 245 internal administrative procedures, as well as evaluating 524 administrative procedures across 13 departments and branches, with the goal of simplifying at least 20% and reducing compliance costs by 20%. This review is scheduled for completion before April 30, 2025, ensuring enhanced work efficiency and increased satisfaction among citizens and businesses.

In recent days, the Provincial Public Administration Service Center has presented to the Provincial People's Committee the execution of 100% of non-territorial administrative procedures within the province. A review of the process has been conducted, and preparations are underway for a pilot implementation in May 2025, which will coincide with the dissolution of district-level authorities. This transition will elevate administrative procedures to the provincial and commune levels, effective July 1, 2025, in order to meet the Government's objective of achieving 100% implementation by the end of 2025 across five pilot provinces, including Binh Duong. To this end, Binh Duong has initiated 275 non-territorial administrative procedures linked to a one-level Public Administration Service Center model, allowing citizens to access any one-stop department in the province for their administrative needs. As of February 28, 2025, the province has broadened the list to include 570 administrative procedures executed non-territorially and is currently developing an electronic process to incorporate an additional 295 non-territorial administrative procedures, set to be implemented from April 10, 2025.

To achieve the established objectives, the Provincial People's Committee has directed a focus on information technology projects and training policies in the upcoming period for cadres, civil servants, and public employees. This initiative aims to enhance their capabilities in executing digital transformation, particularly within community digital technology teams. Concurrently, training and coaching programs for these teams are being implemented to assist citizens in utilizing online public services, thereby contributing to the development of a modern, transparent, and accessible administration. The goal is to attain 80% utilization of online public services throughout the process, thereby improving the satisfaction of both citizens and businesses and facilitating significant advancements in the administrative reform of Binh Duong province.
