Provincial leaders evaluate the trial operation of new communes and wards

Yesterday morning of June 9, Binh Duong provincial leaders conducted an inspection and assessment of the working conditions and facilities in the new communes and wards set to commence trial operations on June 16, 2025. With a spirit of responsibility and determination to execute the Resolution regarding the reorganization of commune-level administrative units within the province, local Party committees, authorities, and relevant agencies have concentrated on the synchronized and expedited implementation of their assigned tasks, all aimed at enhancing service delivery to the public more effectively following the operational launch of the new administrative units. 

Seamless and effective service guaranteed

On the morning of June 9, Mr. Nguyen Van Loi, a member of the Party Central Committee, Secretary of the provincial Party Committee, Head of the provincial National Assembly Delegation, along with the provincial working delegation, conducted an inspection of the trial operation in Binh Duong Ward (Thu Dau Mot City) and Thuan Giao Ward (Thuan An City) following their merger. During the meeting, representatives from the leadership of Binh Duong Ward and Thuan Giao Ward presented reports on the trial operation of the newly merged ward and offered recommendations regarding various issues related to facilities, equipment, working conditions, and personnel within the wards.

The provincial Party Secretary has instructed the Standing Committee of the Thu Dau Mot City Party Committee and the Thuan An City Party Committee to promptly finalize the arrangement and organization of the apparatus, as well as the material conditions of the entire political system in the newly established wards. This is particularly crucial for the wards selected for the trial operation of the entire political system, including the Public Administration Service Center, which will serve as a foundation for gathering insights and making timely adjustments. It is essential to ensure that the new communes and wards operate smoothly and effectively upon their official launch on July 1, 2025. Additionally, a review and upgrade of transmission lines and information technology infrastructure is necessary to guarantee that all new communes and wards are seamlessly integrated with the province's management system and incorporated into the common digital platform. There should be a gradual transition from the traditional working model to a digital working environment, thereby contributing to the establishment of e-government and digital governance at the new commune and ward levels from the outset.

Simultaneously, it is essential to organize appropriate personnel, clearly delineate roles and responsibilities, and create conditions that facilitate a swift adaptation to the new working environment for staff. Additionally, it is imperative to uphold administrative discipline, foster a professional working style, and embody a spirit of service to the public in a manner that is both accessible and responsive. Proactive regulation and allocation of personnel within the area should be conducted in accordance with established authority, with a priority given to those with the requisite skills and experience to manage administrative procedures, particularly individuals transitioning from the district level. It is crucial to ensure that the processing of administrative procedures for individuals and businesses remains prompt, effective, and uninterrupted following the commencement of operations at the new commune level.

Ready for operations

Yesterday morning, Mr. Nguyen Loc Ha, Standing Deputy Secretary of the provincial Party Committee, along with the provincial delegation, visited and inspected the trial operation of the Tan Uyen Ward Public Administration Center, situated at the Binh Duong provincial Public Administration Service Center - Tan Uyen Branch.

During inspections and field surveys at the units, provincial Party Secretary Nguyen Van Loi commended the dedication and sense of responsibility demonstrated by local Party committees, authorities, and relevant agencies in their concerted and prompt execution of assigned tasks. These tasks include the repair and renovation of headquarters, office arrangements, equipment installation, as well as environmental sanitation and landscaping, all directed towards the overarching goal of enhancing service delivery to the public following the commencement of operations of the new administrative unit. 

In collaboration with the Standing Committee of the Tan Uyen City Party Committee, Mr. Nguyen Loc Ha, Standing Deputy Secretary of the provincial Party Committee, commended the initiative and resolve demonstrated by the Tan Uyen City Party Committee in executing the reorganization of commune-level administrative units and establishing a two-tier government model in alignment with directives from both the Central Government and the province. Mr. Nguyen Loc Ha urged the Tan Uyen City Party Committee to maintain its focus on finalizing the necessary conditions to guarantee the effective operation of new wards post-reorganization, with particular emphasis on human resources, infrastructure, and information technology. Notably, the internet connectivity at document reception points must ensure stability, robust speed, and information security.

On the same morning, Mr. Nguyen Loc Ha, Standing Deputy Secretary of the provincial Party Committee, visited and inspected the trial operation of the Bac Tan Uyen Commune Public Administration Center, situated at the Binh Duong provincial Public Administration Service Center - Bac Tan Uyen Branch, and engaged with the Standing Committee of the Bac Tan Uyen District Party Committee.

Addressing the meeting, Standing Deputy Secretary of the provincial Party Committee urged the Standing Committee of the Bac Tan Uyen District Party Committee to ensure seamless operations following the commencement of the new commune. Throughout the trial operation phase, the Bac Tan Uyen Commune Public Administration Center must identify issues for prompt resolution. The District Party Committee will facilitate the provision of personnel, facilities, and information technology. Notably, there will be an increase in the number of volunteers to assist citizens in navigating administrative procedures. While inspecting the trial operation of Tan Dong Hiep ward yesterday morning, Mr. Vo Van Minh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee, listened to the leaders of Di An City as they presented the plan and schedule for the trial operation of the Party, government, Fatherland Front, and mass organizations in the newly arranged Tan Dong Hiep ward. Accordingly, the operational headquarters for the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the new Tan Dong Hiep ward will be situated at the existing Tan Binh ward People's Committee headquarters. The local government has extensively communicated this information through mass media to ensure that residents and businesses are informed, engaged, and able to participate, with the trial operation set to commence on June 9, 2025. The Chairman of the provincial People's Committee and the working delegation commended the initiative and urgency in preparing facilities and personnel to support the new ward's operations, while also acknowledging the challenges faced in the preparatory work, such as the absence of certain specialized functional departments at the new office and the need for timely announcements regarding the transfer of administrative procedures, particularly those previously under district authority now delegated to the commune level. Representatives from various departments and branches directly addressed recommendations within their areas of expertise and affirmed their commitment to support the locality, ensuring that the new ward can function stably and effectively. Chairman Vo Van Minh emphasized that thorough preparation will facilitate the official operation of the locality from July 1, 2025, in a smooth, effective, and uninterrupted manner.

On the morning of June 9, a working delegation of provincial leaders, headed by Mr. Nguyen Van Loc, Standing Member of the provincial Party Committee and Chairman of the provincial People's Council, conducted an inspection of the trial operation of Tay Nam Ward following its merger. According to the People's Committee of Ben Cat City, the arrangements and preparations for conditions, facilities, and the organization of headquarters and offices for the newly merged ward have been completed. Additionally, the preparations for operational conditions for the new commune-level Public Administration Service Centers are in place.

Addressing the working session, Mr. Nguyen Van Loc emphasized the necessity for the new headquarters of Tay Nam Ward to establish appropriately designed working spaces. The offices for the Vietnam Fatherland Front and mass organizations should be organized suitably. Each department and mass organization must collaborate with the broader group to ensure timely information sharing, while also finalizing the required number of machines. Mr. Nguyen Van Loc recommended further surveying the headquarters of the Thanh Tuyen Commune People's Committee to develop an optimal and detailed usage plan.

Yesterday morning, Mr. Nguyen Minh Thuy, a member of the Standing Committee and Head of the Organization Committee of the provincial Party Committee, along with Mr. Bui Thanh Nhan, a member of the Standing Committee and Head of the Propaganda and Mass Mobilization Committee of the provincial Party Committee, conducted an inspection of the trial operation in Thanh An commune, Dau Tieng district, following its establishment, as well as the newly formed Tru Van Tho commune in Bau Bang district. According to the leaders of Dau Tieng and Bau Bang districts, the new communes have adequately prepared all necessary conditions for operation. Additionally, the local authorities have informed and guided residents and businesses regarding the processes for receiving and returning administrative procedure results, ensuring a seamless transition from the old commune to the new one, thereby preventing any disruption in the residents' records.
