Following a period of thorough and responsible preparation, Thu Dau Mot City has begun trial operations for handling administrative procedures in Binh Duong Ward after its merger. This ward is the first in the city, post-merger, to implement a trial process for managing administrative tasks. The objective is to improve service efficiency for both residents and businesses.

The newly established Binh Duong ward, formed after the merger, includes the Hoa Phu, Phu My, Phu Tan, and Phu Chanh wards. The headquarters for the new Binh Duong ward is expected to be located at the former sites of Hoa Phu and Phu My wards. Specifically, civil servants from the Party, the Vietnam Fatherland Front, and various mass organizations will operate from Phu My ward, while the government and the Public Administration Service Center (anticipated) will be based at Hoa Phu ward.
As of now, the new Binh Duong ward has undergone reorganization in terms of both structure and facilities, following the directives of Provincial Party Standing Committee. Starting June 9, 2025, the anticipated Public Administration Service Center for Binh Duong ward will be located at the headquarters of Hoa Phu ward. This center will have a total area of nearly 170 square meters, featuring 9 service counters and approximately 30 seats for individuals attending to transactions. On the first day of trial operations for administrative procedures in the new ward, all transaction activities proceeded smoothly without any interruptions.
Mr. Nguyen Cong Minh from Phu Tan ward visited to handle administrative procedures and noted that he was able to resolve his documents quickly, thanks to the helpful guidance from the staff at the center. Once fully operational, it is projected that Binh Duong ward will utilize the hall of Hoa Phu ward People’s Committee to accommodate the Public Administration Service Center, which will have 10 counters and the flexibility to add 12-15 more counters based on demand. Additionally, up to 100 seats can be arranged to serve the people and businesses.
Currently, the previously existing wards of the new Binh Duong ward are actively disseminating information about the trial operation of Public Administration Service Center through Fanpages, loudspeaker systems, and official media channels. This initiative ensures that residents are well-informed about the center's activities, particularly in relation to handling administrative procedures for individuals, organizations, and enterprises. The wards are also continuing to educate citizens about administrative processes that can be conducted online.
To facilitate the public and organizations during the trial period for reorganizing administrative units, starting June 9, 2025, Binh Duong ward will begin receiving and processing administrative procedure requests. Accordingly, residents and organizations in Hoa Phu, Phu Tan, Phu My, and Phu Chanh wards will be able to address the following procedures related to the District People's Committee, including those handled by the police department, Thu Dau Mot City Land Registration Office Branch, and Commune People's Committee. Preparing to operate the entire political system
After conducting a pilot project for handling administrative procedures in the new Binh Duong ward, Thu Dau Mot City is urgently preparing for the full implementation of the ward system starting June 16, 2025. Mr. Nguyen Van Dong, Standing Member of Provincial Party Committee and Secretary of Thu Dau Mot City Party Committee, stated that the organization of the new Binh Duong ward has been successfully completed and approved by Standing Committee of Provincial Party Committee as scheduled.
Following the trial operation of administrative procedure settlements in the new Binh Duong ward, the ward leaders will convene daily to review experiences and address any challenges. This will ensure that services to citizens and businesses are provided effectively.
During a recent working session with the leaders of Thu Dau Mot City and the new Binh Duong Ward, which started a trial run of administrative procedure settlement on June 9, Mr. Nguyen Van Loi, a Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial NA’s delegation, emphasized the need to enhance public outreach. He stressed the importance of clearly communicating information regarding administrative procedures, particularly those related to land, construction, and certification.
The Provincial Party Secretary also called for regular inspections and oversight of the document reception and return process at the single-window department in the ward, to prevent any inconvenience for residents. He highlighted the necessity for collaboration between the document handling department and local police to ensure smooth operation at the new Binh Duong ward and to better serve the community.
Furthermore, the Provincial Party Secretary directed that the new Binh Duong ward must activate its entire political system during this testing phase. It is crucial to continuously inform residents about where to resolve their administrative procedures and about the new administrative unit where they reside.
He also advised that Binh Duong Ward, as well as all other wards and communes after the merger, should assign appropriate personnel who are familiar with both the community and the responsibilities of their roles. This will help ensure that staff can quickly adapt to the new working environment while maintaining administrative discipline and a service-oriented approach.
Moreover, it is important to manage and allocate personnel appropriately, ensuring that no staff are left without assigned duties after the reorganization. Priority should be given to placing qualified and experienced personnel, particularly those transferred from the district level, in the new commune-level Public Administration Service Center. This will guarantee that administrative procedures for residents and businesses are handled promptly, effectively, and without interruption after the new commune level commences operations.
